In the spiritual realm. Jesus was operating in a high level of spiritual consciousness. He was exercising full authority in the spirit. In the spirit, he was before Abraham. Ok which point in time before Abraham then ? Right at the beginning. Right at the Origin of Things. Or even the Originator of things itself.

As a Jew, as a rabbi as a citizen he has no authority but in the spirit representative  of the Divine he is who he is .
